occurring. Lastly, when there's a change in policy, there are usually
problems with people who had the same problem before the change and
had to pay the bill themselves. Would we reimburse them?

Member Anderson said he has only been a homeowner for a short time
and never knew this could be a problem. He has problems with the fact
that his sewer line could be obstructed at any time, and he'd have to pay
for it.

Member Wilke said they shouldn't be looking at this from a personal
viewpoint but from a general viewpoint.

Member Rossini asked if an exception could be put in for an area like
Owasso Hills where the contractor put in the line.

Member Marasteanu said he agreed with the CUlTent wording in the code
but also asked if the City could help the resident by giving advice, etc.
Schwartz said that the City generally does help with technical advice and
information.

Schwartz asked the Commission how they felt about unusual
circumstances, such as when the sewer was exceptionally deep. Should
the City offer to pay for part or the entire repair. Member Rossini said it
should be looked into. Member Wilke agreed and asked who would
determine the circumstances. Schwartz said he thought staff could make
those decisions.

Member Wilke moved to recommend the current policy on sewer lateral
repairs remain unchanged with consideration for unusual circumstances to
be determined by staff for City participation. Member Willenbring
seconded.

Ayes: 5
Nays: 0
Motion carried

Member Wilke said the curb stop should be a separate issue because it's
not under the resident's control. Schwartz asked if they were
recommending to the Council a change in policy, what was the basis for
the change. Member Wilke said that the City should be responsible for it
because the City has the only access.

Member Willenbring suggested he get cost estimates for replacing shut-off
valves and report back at the next meeting. All agreed.

8. Other Items

None

Page 4 of5
