I have provided sign codcs, <br />franchise samples, along with other information for their review as thcy worked carcfully <br />to bring the highest benefit to the community. In addition, my cOlnpany has been <br />actively working with several of your neighboring communities who are also pursuing a <br />similar program. <br /> <br />I helieve it is important for you to know that OPI has been cultivating and pursuing many <br />communities because we are excited about the opportunitics here in the Twin Cities. <br />Transtop has operated franchises in two cities, Minneapolis and Saint Patti, for over <br />twenty years. Howcver, I am compellcd to point out that they have never shown an <br />intercst in the suburbs or pursued expansion opportunitics, yet Roseville and other <br />communities have bcen here tor years with no shelters. Only now, as a rcsult ofOPI's <br />efforts, they have appearcd which I suspcct the real motivation i. not because they are <br />excited about an opportunity to invest in Roseville. <br /> <br />While it may appear on the surface that a local company may be a better selection I <br />believe it is important tor you to know that over the last two years Ms. Berry has actively <br />pursued a sale of her company. Because of the specialty nature of our businesses there <br />are not many companies even within the United States that provide the type of services <br />that we do. As a result, there are foreign companies who have been in the "street- <br />furniture" business for years who have recently received franchises in Cleveland, <br />Chicago, Boston, Los Angles, Miami, and they arc very actively searching tor existing <br />companies to acquire. These companies consist of JO Decaux from France, Publises also <br />from France and Cemusa of Spain. In addition, there are two large corporations here in <br />the US, Viacom and ClearChannel also look tor opportunities to acquire new markets. <br />So while Transtop is locally owned at the present time it is not likely that ownership will <br />stay local througb the life of the agreement. <br /> <br />5724 S.
