A letter has been sent to Mn/DOT, per City <br />Council's request, that a public meeting be held to discuss the closing. <br /> <br />Member Wilke asked if any alternate access has been discussed. Schwartz <br />said nothing has been proposed. <br /> <br />5. Sanitary Sewer Inflow/Infiltration Study <br /> <br />Don Bluhm from the Met Council gave a presentation on what <br />inflow/infiltration is and what the Met Council's concerns are. <br /> <br />Member Willenbring asked how the lines will be maintained if they're <br />buried 6' -8' underground. Bluhm said that as lines are being televised <br />there would be indications of a problem so the televising can be taken <br />further. <br /> <br />The Met Council would like Roseville to adopt an III plan by 2008 or <br />sooner if possible. Money would be allotted to Roseville to make <br />necessary improvements. Member Willenbring asked if any funds would <br />be available to private individuals. Deb Bloom said that Roseville will <br />create their own program to use the money how they want. <br /> <br />Member Willenbring said he had heard residents of St. Paul could keep <br />running storm water into the sewer system for a price. Mr. Bluhm said he <br />didn't know if that was true; but if they were, they'd probably need to <br />discontinue the practice to be able to make the improvements necessary <br />with this program. <br /> <br />Member Willenbring asked if chimney seals on manholes have been tested <br />to see how well they really seal. Duane Schwartz said they have been <br />proven to be effective. <br /> <br />Deb Bloom went through the III plan that Roseville has come up with. <br /> <br />Duane Schwartz asked Commission members what they thought of the <br />presentation so far and that this topic should be held to the next meeting. <br /> <br />Member Anderson asked about the invasion of privacy issue when doing <br />home inspections and the fact that a resident is suing in another <br />community over this issue. He wanted more information presented <br />regarding this. Bloom said that could be provided at a future meeting. <br /> <br />6. Update on Single-Stream Recycling Pilot Program <br /> <br />Tim Pratt reported on the data that was collected for the pilot program. <br />The pilot program was started later than desired because of problems with <br />the waste collection company. Also, there has been outside interference <br />with the program because of someone contacting participants and trying to <br /> <br />Page 2 of5 <br />
