Member Anderson said he wanted more time to think about the two
proposals to decide what is best for the city.

Member Willenbring reminded the Commission that the city ordinance
specifies non-exclusive so both companies could be used. Schwartz said
they should also be thinking about the practicality of having more than one
provider. Connie Barry spoke the subject saying that, historically, each
municipality has had only one provider, partly as a partnership and also
the amount of revenue from such a small amount of shelters wouldn't be
worth it to the company. She said that being a local company they already
have all the local contacts. She doesn't think using two providers is
doable. Gary Young also spoke about the subject saying they also have
advertising relationships and have many shelters in other areas of the
country. They hope to expand into the entire Twin Cities area, using
Roseville as the starting point.

Member Wilke said again his biggest concern was the trash receptacles.

Schwartz asked what the Commission needed to make their
recommendation. Member Willenbring said just more time to think.
Member Wilke asked for more information on trash receptacles. Member
Anderson said he just needed more time to think about it and wanted more
time to discuss it as a Commission.

Member Wilke asked about bicycle racks alongside shelters. Gary Young
said that Outdoor Promotions could provide bike racks.

Member Marasteanu said he wanted to see more information on Transtop
to be able to compare it to Outdoor Promotions.

8. Continuation ofSewerfWater Service Lateral Discussion

Duane Schwartz briefly updated the Commission on this topic. The City
Council voted to leave the city code as is and adding verbiage referring to
special circumstances. Water service ownership still needs to be discussed
and will be brought back at a later meeting.

9. Other Items

A December meeting date was discussed. It was decided to meet on
Thursday, December 16, to avoid conflict with the holidays.

Page 4 of5
