The Metro District recognizes the importance of this project, but based on the
projected cost exceeding the available dollars for right of way, Metro District has decided
to delay this project until at least the 2009/2010 timeframe. This means that the current
federal dollars for this project, which were obtained through the Met Council's Surface
Transportation Program (STP) proeess will be returned to the Council. MnfDOT will
reapply for funding in the next solicitation. The funding for the next solicitation is in the
2009/2010 timeframe. Mn/DOT anticipates that its funding pieture will be improved in
the future, thus allowing the Trunk Highway 280 project to move forward.

In the interim, MnfDOT - Metro District is moving forward with the demolition of the
Goodwill building. The letting for that contraet was December 17, 2004. The demolition
of the building will begin in Febmary 2005. MnfDOT - Metro District also has decided to
develop a small project on Tmnk Highway 280 with the state dollars remaining that were
the match for the federal dollars on the original project. This small project will consist of
a mill and overlay, updating the guardrail and building a retention pond on the Goodwill
site. Unfortunately, the noise wall, all the street and access closures, correcting the
flooding problem at Midland Hills, and the new pavement will not be pmi ofthis smaller
project.

An equal opportunity employer
