<br />RoseviIle Public Works and Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: February 22, 2005 <br /> <br />Item No: 6 <br /> <br />Item Description: South Owasso Boulevard / Ladyslipper Park Concepts <br /> <br />The Public Works Department has been preparing plans for the reconstruction of S. Owasso <br />Boulevard. This project has been considered for a two-phased construction in 2005 and 2006. <br />This first phase of reconstruction would include the segment of S. Owasso Boulevard between <br />Rice Street and the railroad tracks. The second would be between the railroad tracks and Dale <br />Street. <br /> <br />Ladyslipper Park is located along the first Phase of this reconstruction project. In December, the <br />Parks and Recreation department started work with the neighborhood on a master planning <br />process for this park. City staff and consultants have held two planning meetings with the <br />neighborhood to help identify a plan for this park. At the last meeting, the consultants <br />introduced three concept plans for the park. <br /> <br />All three of the concept plans include a focus on S. Owasso Boulevard and how it relates to the <br />new Ladyslipper Park. We shared these three concepts with the Public Works Commission at <br />your January meeting. Concept 2 has been revised significantly due to feedback received from <br />the neighborhood and consideration of water quality issues. Concept 2 is the preferred alignment <br />based on feedback received and Parks staff recommendations. Since our last meeting, we have <br />prepared preliminary construction estimates for the proposals and would like to present them to <br />the commission. <br /> <br />The next planning meeting is scheduled for February 17 at 6:30 p.m. The neighborhood will be <br />presented with a final concept (Concept 2) that pulls together all of the feedback from previous <br />meetings. This concept will then be brought to the Parks and Recreation Commission for a <br />recommendation of adoption as a master plan. The City Council will consider the master plan in <br />March. <br /> <br />Recommended Action: <br /> <br />Provide feedback on the proposed Ladyslipper/ S. Owasso Boulevard concept plans. <br />
