<br />Roseville Public Works and Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: May 24, 2005 <br /> <br />Item No: 5 <br /> <br />Item Description: South Owasso Boulevard Reconstruction project <br /> <br />The Public Works Department has been preparing plans for the reconstruction of S. Owasso <br />Boulevard. This project is being considered for reconstruction starting this fall and being <br />completed in 2006. There are two distinct segments of this project, the first phase of <br />reconstruction is the segment of S. Owasso Boulevard between Rice Street and the railroad <br />tracks. The second is between the railroad tracks and Dale Street. <br /> <br />Ladyslipper Park is located along the first Phase of this reconstruction proj ect. In March, the <br />City Council approved the Ladyslipper Park Master Plan and ordered staff to prepare a feasibility <br />report for the entire street reconstruction project. Staff has been working on this report. During <br />our investigations, we have identified a number of issues that need to be addressed. At our last <br />neighborhood meeting on May 5, we discussed these issues with neighborhood and received <br />their feedback. We would like to discuss these issues with the commission prior to going back to <br />the neighborhood. We anticipate one more neighborhood meeting before going to council with <br />the Feasibility report on June 13. <br /> <br />Street design: This is a Municipal State Aid road. As such, certain standards must be met when <br />designing the street. First, the road must be designed to accommodate 30 mph traffic. Also the <br />road width dictates if parking is permitted or not. Parking is not permitted on streets less than 28 <br />feet wide. For a 32 foot wide street, parking would be permitted on one side. For a 36 foot wide <br />street parking would be permitted on both sides. <br /> <br />Phase I: We are proposing to construct a 28 foot wide street for the majority of phase I of this <br />project. This road will be posted no parking except for area adjacent to Ladyslipper Park where <br />there will be a wider road section to allow for parking on the north side of the street. This is <br />consistent with the neighborhood feedback. They were not concerned about having parking <br />allowed on the road. <br /> <br />We are proposing to have the section ofthe road adjacent to Ladyslipper Park be constructed <br />with a rural cross-section. Part of the reason for this is to provide water quality treatment for the <br />street runoff by directing the storm water into rain gardens on the south side of the road. A rain <br />garden is a shallow depression that collects stormwater from impervious surfaces and infiltrates, <br />filters and evaporates the runoff. Rain gardens are typically planted with a diverse mix of native <br />wildflowers, grasses, shrubs and trees, and are an attractive, low maintenance addition to the <br />right- of- way. The other part of the reason is for flexibility. This is the section of road that is <br />
