Owasso Boulevard Reconstruction <br /> <br /> <br /> <br />The City uses a Pavemeut Mauagement <br />Program to help determine when a <br />street should be reconstructed. A <br />numerical rating between 0 and 100 is <br />calculated by computer software for <br />each block of street. This rating is <br />based on the amount of cracking, <br />number of potholes, patches, etc. that <br />are on the surface. Streets that have a <br />rating between 0 and 35 are in the <br />"problem" category. Streets that have <br />a rating between 36 and 65 are in the <br />"marginal" category. Streets that have <br />a rating between 66 and 100 are in the <br />"adequate' category. <br /> <br />In the fall of 1986, the City Council <br />detennined that all of the streets in the <br />"problem" category would be <br />reconstructed. Each fall the Council <br />chooses streets to be reconstructed the <br />following year. <br /> <br /> <br />Example of a "problem" street <br /> <br /> <br />The City Conncil initiates the <br />majority of streets reconstructed <br />under the City's Pavement <br />Management Program. Each year, the <br />City Council selects the streets to be <br />considered for reconstruction for the <br />following year. <br /> <br />In preparation for this project, the <br />engineering staff spent last fall <br />collecting preliminary survey data. <br />Over the next year, we will hold a <br />series of information meetings to <br />discuss the proposed project with <br />affected neighbors. In addition to <br />working on preliminary plans, the <br />staff will prepare a feasibility study <br />that will be presented to the City <br />Council at a public hearing in July <br />2005. All owners of property affected <br />by the construction will receive a <br />formal notice of this hearing. <br /> <br />At the hearing, the findings of the <br />feasibility study will be reviewed, and <br />residents will have an opportunity to <br />express their opinions about the <br />proposed project to the City Council. <br />Following the public hearing, the City <br />Council will vote on whether to <br />approve the project. If approved, <br />staff will prepare construction <br />documents in anticipation of <br />construction during the following <br />summer. <br />
