---DRAFT--- 1. Transportation and Traffic Issues (Public Works) At nearly every meeting, participants raised issues that related to transportation and traffic. In some cases, issues were very specific to street segments and/ or intersections. In other cases, general observations were made, . Participants reported an overall increase in traffic on residential as well as through streets. This increase was often attributed to new, higher-density development and to the increase in single-family houses now being rented to college students. . Public transit service was mentioned at several meetings. Participants expressed an interest in sustaining current levels of service in the form of the Circulator and Transit Transfer Stations at Rosedale Mall. They also expressed interest in planning for expanding direct bus service to the downtown of St. Paul and Minneapolis and for bringing Bus Rapid Transit or Light Rail to Roseville. Participants reported speeding on through streets and on residential streets that are used as short-cuts to through streets or freeways or as connectors when there is a break in the through street network. Enforcement of speed limits is needed. (Examples: Old Hwy. 8, Country Road D, Josephine Road/County Road C2) . Participants observed a need for improved traffic management in the form of traffic lights, acceleration lanes, stop signs, turn lanes, or direction signage. (Examples: Snelling and Hamline, Terrace and Pascal, Fairview and Maple Lane) . County Road B needs either maintenance or improvements to alleviate dangerous driving conditions. The proposed closing of the intersection of County Road Band Hwy 280 received mixed support from participants of the South East Meeting. While most opposed the closing, a few participants indicated that they supported they action. . Pedestrian facilities need improvement in several areas. Participants singled out Snelling Avenue in the area of Har Mar Mall, streets surrounding Rosedale Mall, South Lake Owasso, Victoria Street, and Josephine Road. 2. Parks and Recreation and Open Space Parks were consistently mentioned as a valued neighborhood asset. Participants specifically mentioned the importance of parks to their neighborhoods and sometimes documented that importance with the number of daily users. The importance that participants placed on parks prompted them to urge making funding available to maintain all parks on a regular basis- whether recently renovated or not, to provide sufficient funding to remove graffiti or repair equipment damaged by vandalism, and to refurbish parks more frequently. Parks used as examples include: Villa Park, Applewood Park, Cottontail Park, and Central Park. Participants also urged that park regulations be enforced, particularly with respect to hours. Autumn Grove was cited as an example of a park where cars are parked after official hours. The Roseville Skating Oval and a Community Center inspired comments in several meetings.
