This project will <br />be a benefit to the neighborhood--the city and the developer should work on existing traffic issues. <br />Chair Traynor explained that traffic can be managed minimally. Deb Bloom explained this is a state- <br />aid street. The big issue is driver behavior, an enforcement issue. She explained some of the <br />deterrents. <br />Chair Traynor supported the project, but not enthusiastically, because of the neighborhood <br />character. However, the project is consistent with the citywide plan. Conditions could be placed on <br />the property. <br />Chair Traynor's conditions: <br />1.Buffering of traffic and lights to neighboring properties <br />2.Drainage plan to use BMP to maintain rain gardens and infiltration containments <br />3.Landscape and drainage plan must protect adjoining properties <br />Motion: Member Bakeman moved, seconded by Member Doherty, to recommend approval of <br />the preliminary plat, Birch Park, allowing the creation of 10 single family residential lots over <br />3.73 acres, including a public road and utilities (sanitary sewer and water) from the 3 lots <br />currently addressed as 952, 960, and 978 Parker Avenue, based on the comments of Section <br />4 and conditions of Section 5 of the project report dated October 5, 2005. <br />Member Bakeman read the conditions within the report (and additions) to be included: <br />1.The Developer work with City Staff to develop a grading, drainage, utility and final tree <br />preservation and landscape plan. <br />2.Birch Park will be responsible for a park dedication requirement. Staff assumes that a <br />payment in lieu of land dedication will be required amounting to $1,000 per net new lot. The <br />method of park dedication (land or fee) must be reviewed by the Park & Recreation <br />Commission and a recommendation included in the final action by the City Council. <br />3.The Commission by unanimous consent agreed to add conditions as follows: <br />a.Buffering and landscaping to reduce the traffic and lights on neighboring properties. <br />b.Drainage plan to use Best Management Practices to maintain rain gardens and other <br />infiltration containments. <br />c.Landscape and drainage plans must protect adjoining properties. <br />Member White asked if the neighbors could review the plans created for the final plat. Paschke <br />explained that notice will be given for neighbors to review the documents at the time (if) the City <br />Council takes up the final approvals. <br />Member Bakeman supported the project. It is a single family home project. Parker is a through, flat <br />and fast traffic that must be contended with. She was troubled with the name of the street; could it <br />be 'Birch Run' or 'Frankson Street' instead of Chatsworth Circle? <br />Member Pust said traffic is a 10% increase on the street--this could be a change/impact on the <br />neighborhood. Should a traffic study be done or more monitoring on the traffic and speed? The <br />speed metering machines should be posted in this area to change behavior. The project is 10 more <br />single family homes that the City should have as a part of the balance of homes. There is a balance <br />between what private property and the government can do.
