Ayes: 4 Nays: 0 Motion carried: 4-0 Motion 3: Member Wozniak moved, second by Member Bakeman to recommend approval of the 10 foot side yard setback VARIANCE to Section 1007.01 for the east property line of Lot 1 and the west and east property line of Lot 2, and a 10 foot side yard setback VARIANCE to Section 1005.01 for the west property line of Lot 3, based of the comments and findings of Section 7, and the conditions of Section 9 of the project report dated January 7, 2006. Ayes: 4 Nays: 0 Motion carried: 4-0 d.Planning File 3692: Continuation - Introduction to Roseville Comprehensive Plan Update Process for 2006 and 2007, Outline of Metropolitan Council System Statement Issues, and Proposed Participation Plan Chair Traynor opened the hearing and requested City Planner Thomas Paschke and Dennis Welsch to provide a verbal summary of the project report dated January 4, 2006. Chair Traynor explained that the participation chart provided the most understandable direction for Comprehensive Plan updates at this time, assuming the plan is to be completed by January 1, 2008 (or earlier). There was no further public comment. On January 23rd Chair Traynor and other Commission members will discuss the planning timetable and content with the City Council and Mayor. He noted the Mayor supports a joint meeting with the Planning Commission in the future. A general discussion of the community input process ensued. Member Doherty asked for more detail on how the public will become informed regarding the various segments of the plan, which will be updated and have hearings at the commission or board level prior to being recommended to the Planning Commission. General discussion ensured. Member Bakeman noted whether there is a visioning process by the Council or not, it is beneficial to deliberately find as many methods as possible to involve the public in the Planning Commission planning process, such as open houses, web site, the city newsletter, local papers, a special newsletter, cable programs, etc. Member Wozniak explained that this is a great opportunity to educate; if direction is needed, now is the time to begin. The plan does matter in the longer view of the community. There being no further public comment, discussion was concluded. Motion 1: Member Traynor moved, second by Member Bakeman to approve and recommend the 2006 updated zoning and street maps as consistent with the actions taken in 2005. Ayes: 4 Nays: 0 Motion carried: 4-0 Motion 2: Member Bakeman moved, second by Member Doherty to continue the hearing and discussion to the February 1, 2006 meeting.
