Specifically the lot depth is non-compliant at 108 versus the 110 depth requirement and it size <br />is non-compliant at 9,706 sq. ft. versus the 11,000 lot size requirement. <br />Mr. Paschke indicated the staff recommends approval of a 470 sq. ft. Variance to Section <br />1004.01A6 of the Roseville City Code to allow the construction of a 680 sq. ft. house addition at <br />3081 Evelyn Street, based on the findings in Section 5 and the following conditions: <br />a.The house addition shall be limited to a size of 17 feet by 40 feet or 680 square feet. <br />b.Total impervious coverage on the parcel shall not exceed 3,380 sq. ft. <br />c.The new principal structure addition shall be setback a minimum of 10 feet from the side yard <br />property line and 30 feet from the rear yard property line. <br />d.No detached accessory structure or garden shed shall be permitted on the parcel. <br />e.A scaled and dimensioned site plan indicating all existing conditions and the proposed <br />improvement must be submitted with the building permit application. <br />f.Drainage and roof gutters shall be installed to direct runoff away from adjoining properties. <br />Member Mulder asked if there is a detached structure in the rear yard and should the applicant be <br />allowed an additional detached structure? Clarify. To the staff- Should the applicant be able to install <br />a garden shed or other impervious surface? (No). The site plan will be part of the building permit. <br />The variance should be for the least area possible. <br />Member Doherty asked if all lots in this area are non-conforming for the current code lot sizes (Yes). <br />Thomas Paschke explained that prior to 1999 current homes did not have to meet the current 30% <br />coverage requirement. The coverage percentage is taken to the existing legal, non-conforming lot <br />size. <br />Mr. Bjornnes explained that the detached structure shown in the back yard is a tree house. <br />There were no questions from the public. Chair Bakeman closed the hearing. <br />Motion: Member Mulder moved, seconded by Member Doherty, to adopt a Resolution <br />approving a 470 sq. ft. (4.8%) Variance to Section 1004.01A6 of the Roseville City Code for <br />William Bjornnes, 3081 Evelyn Street, based on the findings in Section 5 and the conditions <br />of Section 6 of the project report dated November 3, 2004 (as indicated above), with a change <br />in condition “d” to read “No detached structure shall be permitted on the lot”. <br />Ayes: 3 <br />Nays: 0 <br />Motion carried: 3-0 <br />b.Planning File 3617: Request by Welsh Companies for a Variance to Section 1009 (Sign <br />Regulation) of the Roseville City Code to allow the replacement and installation of new multi- <br />tenant monument signs at Rosedale Square, 1601-1677 County Road C. <br />Chair Bakeman opened the hearing and requested City Planner Thomas Paschke provide a verbal <br />summary of the project report dated December 1, 2004. <br />Thomas Paschke explained that the Welsh Companies (KPERS Realty Holding #41, Inc.) seeks <br />approval of multiple Variances to Section 1009 (Sign Regulations) at Rosedale Square to replace <br />the existing pylon sign with a new pylon sign (new location) and two new monument signs. <br />In 1989 a sign variance was granted to the previous owners which allowed the existing pylon sign, <br />conditioned on no additional pylon signs on the premises.
