Schwartz asked the Commission what their suggestions were in dealing
with watershed districts. Shiely said there should be a max cost per mile
and existing roads and mill and overlay should be exempt.

Member Willenbring questioned Shiely on why existing curb and gutter
roads should be exempt--what if the soil was disturbed when it was being
replaced. Member Shiely said if the existing roadway has curb and gutter
and there’s a small section that needs to be replaced, it should be an
exception.

4.Communications Items

Duane Schwartz explained the Federal Transportation Trail Appropriation
money that may be available to Minnesota cities in 2006 and beyond.

Member Shiely presented information on how he thought the Commission
could be communicating with residents better and wanted to change
procedures on how meetings were advertised and have residents e-mail
Commission members directly with problems. Schwartz said that all city
meetings are advertised and conducted in the same manner. Members
Wilke and Willenbring both said they didn’t want to be contacted directly
through e-mails. Chair Wilke said Councilmembers are elected officials
and as such have direct e-mail access, but Commission members are
volunteers and communications should go through the Public Works
Department. Member Marasteanu said he agrees, but if Member Shiely
wants to make his personal e-mail address available to residents, that’s his
choice.

Member Shiely then went on to talk about pedestrian crossing signs, in
particular the crossing at McCarrons Beach, which he says hasn’t worked
th
since April 25. He’s also dissatisfied with the painting of crosswalks
being done in the fall and would like to ask Ramsey County what their
maintenance policy is. He said many signs are blocked by vegetation, and
Ramsey County should be asked to do some cleanup work.

Chair Wilke said that Member Shiely’s comments seem to be directed at
Duane Schwartz and maybe Duane can come back with more information
as an agenda item.

Member Shiely said that the MPCA is only monitoring the air in Roseville
50% of the time so the City should find a way to monitor the air itself.
Member Marasteanu said that the Weather Channel carried a lot of that
information on a regular basis. Member Willenbring said why would we
monitor and post the air quality every day when there are maybe only 10
days out of the year when there is any problem. Chair Wilke said he
didn’t think this was an urgent topic or something that needs to be
discussed at this Commission at this time. Member Fischer agreed and
Page 3 of 5
