sewer systems. Member Willenbring asked if all the pipes in the City <br />were clay. Duane Schwartz said that most of the larger pipes were clay <br />and some of the 12” pipes were clay, but most of the 12” and all the 8” <br />pipes were PVC. <br /> <br /> Member Willenbring asked about tree root problems and how often the <br />roots re-grow and become a problem. Bloom said it depends on the <br />situation, but she believes that even after a tree is cut down the roots <br />continue to grow for years afterward. <br /> <br /> Member Shiely asked if this topic could be revisited in 90 days. <br /> <br /> Member Shiely asked if it was wise to have a contingency plan for a 10 <br />percent reduction. Duane Schwartz said it was too early to set a goal. <br />More study is needed. <br /> <br />Dan Shiely Items <br /> <br /> He brought up the letter to Mihai Marasteanu’s employer thanking him for <br />Mihai’s service on the Commission. Chair Wilke reiterated what had been <br />said in past meetings that they didn’t want to start sending letters from the <br />Commission. Member Shiely said that what was discussed was “thank <br />you letters” and what he has written is a letter of recognition. Chair Wilke <br />said again that he didn’t think it was appropriate to send out letters to <br />someone’s boss thanking them for their service. Member Shiely said the <br />City should start sending such letters because they would be a benefit to <br />the person involved. Chair Wilke said that everyone’s participation is <br />certainly appreciated but that no other commission sends letters, and the <br />members of this commission had previously stated they didn’t want to do <br />it. Member Fischer stated he didn’t think it was necessary. Member <br />Willenbring said this was a discussion that shouldn’t be happening at this <br />commission and they should move on with transportation business. <br />Member Neprash agreed that they should abide by City policy. <br /> <br /> Member Shiely again brought up the semaphore at 1990 Rice Street, <br />which hasn’t been working. Duane Schwartz said he had talked to Dan <br />Soler, Ramsey County Traffic Engineer, in September; and he had <br />committed to finding a way to fix it or to have it removed. Chair Wilke <br />said he would call Dan Soler and talk to him about it. Member Shiely said <br />that he was looking for regular maintenance from the county and that there <br />were other semaphores that worked fine. <br /> <br /> <br />5.Discussion of Additional Rules Proposed by Capitol Region Watershed <br /> <br /> Deb Bloom updated the Commission on what has happened since the last <br />meeting. There was a meeting with all the affected communities to <br />discuss the new rules. The City of St. Paul passed a resolution asking for <br />an extension of the implementation date and for a technical advisory <br />committee to be established.
