personal feelings and actions and not representations of staff or City <br />viewpoints. <br /> <br /> Mr. Hughes stated that he’s contacted the City multiple times over the <br />years with concerns about flooding on their property. Their home was <br />flooded October 4 during a major storm, causing major damage. Mr. <br />Hughes said he tried to get questions answered from the City and then <br />from the League of Minnesota Cities, but never got answers. He’s very <br />disappointed with the way this matter was handled and with the lack of <br />communication. He’s looking for help from the Commission on getting <br />some kind of settlement from the City. <br /> <br /> Member Shiely asked if he could ask questions. Member Shiely asked the <br />Hughes if they were outstanding Roseville citizens. Mr. Hughes said he <br />appreciated where Mr. Shiely was going with this but he didn’t want to <br />answer any questions at this time. Member Shiely went on to outline his <br />involvement in this situation. Chair Wilke wanted it clearly stated that <br />Mr. Shiely’s involvement in this situation is as a private citizen and not as <br />a delegate of the Commission. Member Shiely agreed with that statement. <br />Duane Schwartz said that he has always told the Hughes that the City is <br />open to discuss options for their property when the legal process had been <br />completed. Member Shiely said his opinion is that the City painted <br />themselves into a corner. He said he had some suggestions on what the <br />City should do. <br /> <br /> Chair Wilke reiterated that his comments were his own and not <br />representative of the Commission or the City and that he thought it was <br />inappropriate for Shiely to continue. <br /> <br /> Member Shiely continued to state his opinions on this situation. He said <br />the Commission should ask the fire chief to come to the next meeting so <br />the Commission could tell him to create a 24-hour emergency plan for the <br />Hughes because they’re under house arrest. Chair Wilke said the <br />Commission had no power or authority to ask the staff to do anything and <br />that Mr. Shiely should take his comments to the City Council who does <br />have power to do something. Member Shiely disagreed and continued <br />with his opinions. Member Willenbring interrupted Member Shiely and <br />asked him to refrain from using so many adjectives and strange names for <br />things, just to speak plainly so everyone could understand him. <br /> <br /> Mr. Hughes asked that his packet of information become part of the <br />minutes, and he asked for a copy of the City Attorney’s statement. <br /> <br /> Duane Schwartz reiterated that staff is very concerned and has been all <br />along and there are a number of ongoing issues that need to be discussed <br />with the Hughes. <br /> <br />Page 2 of 6 <br />
