Member DeBenedet asked for the information that was provided at the
previous meeting. He went on to say he wasn’t sure how serious a
problem this was and wondered whether the City would be requiring
individual residents to also use signage, along with requiring commercial
applicators to use signage. Chair Wilke suggested that there were more
homeowners that applied their own pesticides than hired professionals.
Member Neprash agreed that could be true and said he realized regulating
homeowner application would be a nightmare.

8.Rice Creek Watershed District Proposed Rule Changes

Deb Bloom presented the proposed rule changes and compared them to
the rule changes from Capitol Region Watershed District.

Member Fischer asked where the watershed district was in the comment
process. Schwartz said they are taking informal comments for the next
month and a half.

Member DeBenedet said he didn’t think the memo from the watershed
was well written and it didn’t answer his questions. Schwartz said he
would forward additional information to commission members.

Member Neprash said he thought there would be more interaction in the
near future between cities and the Board of Soil and Watershed Issues on
watershed issues. He said the city should think about positioning itself to
be dealing with them at a future point. One such issue might be the cost
benefit analysis for the application of the watershed district rules.

9.September Agenda

Member Neprash suggested discussing Roseville’s invitation to the
Minnesota Cities Storm Water Coalition.

Chair Wilke suggested further discussion on pesticides

Member Neprash suggested a possible joint meeting with the Planning
Commission to discuss how their topics overlap. Deb Bloom said she
would be attending the Planning Commission’s September meeting, and
she could discuss with them how they wanted to handle a joint meeting.

10.Adjournment
