City of

~~~
Planning Commission
July 15, 2005
Mayor, Council Members, and Commissioners:
On behalf of the Planning Commission I would like to invite you to attend the first in a
series of planning session on our favorite topic, "RosevilIe - Past, Present, and
Future". On August 3rd beginning at approximately 8:00 pm in the Council Chambers,
we will meet to hear John Shardlow from Dahlgren, Shardlow and Uban introduce a
series of planning workshops that are scheduled to occur quarterly for the remainder of
2005 and for 2006. The purpose of these workshops is to give us all a common base from
which to complete the required update to the City's Comprehensive Plan.
The Commission and I are excited about this set of workshops. I believe this is an
excellent opportunity for the following reasons.
. John and/or his firm has worked with the City of Roseville since its inception, and
has a deep understanding of Roseville's history, demographics, culture and land
use characteristics. Also worth noting here is that John is a longtime Roseville
resident, and has offered to provide a portion of the services gratis.
. In addition to his expertise about Roseville, John and his firm have worked with
cities throughout the Twin Cities area, and would be able to share a critical
perspective about Roseville's place within the competitive community of metro
cities. We also may ask for information about national trends facing first-tier
cities and new approaches adopted by cities to address them.
. As we have discussed, we are scheduled for a major review of the Comprehensive
Plan in 2007. These workshops will help set the stage for this review, particularly
as we consider the city's goals and policies for the coming years.
. Each workshop will last approximately 90 minutes and is doable within our time
and work constraints. Initially, we will try to include these workshops in the
agenda of our regular meetings.
. The Planning Commission, after review of Council work items, identified several
larger planning issues among our work priorities for 2005, such as community
balance, transit and transportation, and the need for collaboration with other local
governments and school districts. The proposed process will provide a forum for
discussion and better understanding about many of these issues.
I
