Following any <br />debate on the motion to amend, the chair <br />calls for the vote on the motion to amend. <br />Once the body approves a motion to amend, <br />the chair will call for a vote on the main <br />motion "as amended." <br /> <br />Sometimes, to speed up <br />the proceedings, non- <br />controversial amend- <br />ments to motions are <br />"accepted" by the maker <br />and seconder of the main <br />motion. <br /> <br />Sometimes, to speed up the proceedings, non-controversial amend- <br />ments to motions are "accepted" by the maker and seconder of the <br />main motion. When non-controversial amendments are "accepted" <br />there is no need for the formality of someone actually making a mo- <br />tion to amend, obtaining a second, and then voting on the amend- <br />ment. <br /> <br />Motions to table an item are not debatable. In other words, once the <br />motion has been made and seconded, the body must vote. <br />Motions to continue an item to a date certain are debatable. <br /> <br />Most motions are approved by a majority vote. However, motions to <br />"call the question" and a few other motions require a 4/5's vote. The <br />City staff liaison to a commission or the City Attorney will advise us <br />when a super-majority vote is required to approve a motion. <br /> <br />4. Other Meeting Procedures <br />A quorum (majority) of the Council or a commission is necessary to <br />hold a valid meeting. Action is taken by a majority vote of the quo- <br />rum present for the meeting. <br /> <br />Sometimes when a Councilmember or Commission Member is absent <br />from a meeting or abstains from voting on an agenda item, you could <br />have a tie vote. A tie vote is a procedural denial since a majority is <br /> <br />15 <br />
