a neutral, objective reporter on the front page of tomorrow's newspa-
per.

6. Might Doesn't Make Right
A consistent theme of all these "tests" is that "might doesn't make
right." Public service is not about getting your own way and forcing
your will on other people. Nor should public servants believe or feel
that they alone know what is best for Roseville. Public service is
about a fair process and a fair result where the desires of affected
persons are considered along with competing ideas about what is
best for Roseville over the long run.

Decision-Making Tests: Might Doesn't Make Right.
1. Golden Rule
2. Greatest Good for the Greatest Number
3. Universality
4. Hero
5. Front Page of the Newspaper

V. Productive Communication

Conflicting voices often urge us toward vastly different positions and
points of view. Too often, these voices are just trading conclusions
and positions back and forth. Energy is invested in fixing the blame
instead of fixing the problem. We are in a seemingly endless cycle of
accusation and counter-accusation. No one is really listening or prob-
lem solving.

Or maybe we feel we are in the middle of a show where everyone is
playing to some imagined or real audience. Sometimes it feels like
everyone is posturing, puffing and preening, not problem solving.

20
