<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 07/13/05 <br /> <br />ITEM: 2. <br /> <br />Department Approval: <br /> <br />(~~:---~ . <br />\ . <br />\, -----"-~- <br />~ <br /> <br />Manager Reviewed: <br /> <br />Agenda Section: <br /> <br />70-! ~ <br /> <br />Item Description: Discussion of Potential Joint Powers Agreement for Engineering Services <br />with the Cities of Falcon Heights and Arden Hills <br /> <br />Background: <br /> <br />City staff was approached separately in 2004 by the cities of Ardcn Hills and Falcon Heights <br />regarding the possibility of Roseville providing some level of engineering services for their <br />communities. We have had several discussions with staff from both cities regarding the level <br />and nature of the services desired. Both communities presently contract out to local consultants <br />all of their engineering needs. While their basic needs are being met by their consultants, their <br />staff, and in the case of Arden Hills, their Council, has a desire to have a staff member to <br />coordinate engineering projects with consultants and respond to resident concerns and problems <br />relating to public works issues. Arden Hills wishes to have an engineer office in their city hall on <br />a part time basis, Falcon heights does not. Neither city feels it has the workload to support a full- <br />time staff person on their own and, at this time, possibly less than a full time staff position <br />combined. They are also limited in ability to hire a part-time position to fill this need. <br /> <br />The questions posed to Roseville are can we provide the desired level of engineering services to <br />their communities and how could we make that happen. We have explored how this could <br />happen and become win-win for all involved. It would require an additional engineer position <br />being created to accommodate the additional workload. The benefit to each community would <br />be the availability of a full-service engineering department to meet their communities' needs at a <br />cost that is less than the cost of those services as now provided. <br /> <br />We will outline for the Council at your work session the needs of each community, the details of <br />the discussions with each to date, and how this can benefit Roseville by spreading the cost of our <br />Engineering Division overhead to a larger base. We will be seeking your direction as to whether <br />staff should continue these discussions with Falcon Heights and Arden Hills and work out details <br />of a Joint Powers Agreement that would allow the providing of celiain engineering services. <br /> <br />Recommended Council Action: <br /> <br />Direction to staff on whether to proceed toward a Joint Powers Agreement for engineering <br />serVIces. <br /> <br />Prepared By: Duane Schwartz <br />
