6. Clean-up Day Report Presentation Tim Pratt, Recycling Coordinator, updated the Commission on the success of Clean-up Day. He asked the Commission for their opinions on the future of Clean-up Day. Chair Wilke said he thought it should be continued and that we should probably stay with the same hauler since they have agreed to extend the contract for two more years at the same cost. Member Willenbring moved that they suggest to the Council to extend the contract for two more years with the current hauler. Chair Wilke seconded. Member Shiely asked about the contract price and what the difference was in the initial bids. Pratt said some charge based on weight and some charge based on size and gave some examples of price differences. Member Shiely said he thought we should charge residents more so that the City's portion would be less. Schwartz asked if they were voting on the motion, and Chair Wilke called a vote. Ayes: 2 Nays: 0 Abstained: I Motion carried Member Willenbring complimented Duane Schwartz on the leaf recycling area. He thinks it looks very neat and clean this year. 7. Seasonal Overnight Parking Ban Schwartz went over what had been discussed in previous meetings and introduced new information. Member Shiely asked who determines a 2" snowfall. Schwartz said the Streets Supervisor makes the call. Member Shiely asked how residents are notified. Schwartz said we don't declare a snow emergency. Residents are informed in various ways of the city policy. Member Shiely said Public Works has always done a phenomenal job of plowing the streets in the 20-30 years he's lived here. Member Shiely said the problem here is with people who don't have off- street parking, and that's less than 2 or 3 percent of the population. Chair Wilke said it's a safety factor on some of the main streets in the City. People leave their cars so the area doesn't get plowed and pretty soon the Page 3 01'6
