bring up an agenda item it should be brought before the Commission and
then voted on to see if it was something the Commission wanted to
discuss.

Chair Wilke gave Member Shiely five minutes for each of the items he
wanted to discuss. Member Shiely said he didn't agree with the five
minute time limit.

- Status of Pedestrian Crossings

Member Shiely said he did another physical inventory of all the pedestrian
crosswalks in the city. He has done this in April, August and September;
and he said the crossing at McCarrons Lake is still not functioning. He
asked Duane Schwartz to recount conversations he's had with Ramsey
County. Schwartz said he had spoken with them as recently as today and
they had said they would get it up and running or remove it ifthe
equipment is not repairable.

- Signage

Member Shiely spoke on the topic of signage in the city from the July
meeting. He said there was a concurrence ofthe Commission to find out
what the cost for dual signage was. He said we should also ask the County
what their cost would be. Schwartz said the County's policy is to only
sign in the direction of oncoming traffic. The City needs to provide
additional signage, which the County is willing to install. Member Shiely
said he's only talking about mid-block signage. He went on to list specific
problems he saw with signage in the city. He said the County isn't in
compliance with MnJDOT specifications.

Schwartz said he's unsure what Member Shiely is asking since the
Commission had recommended that funding be requested for certain
changes in signage and crosswalks and that was included in the budget
request for 2006. The Council has not yet made any final decisions on the
budget so no further action can be taken at this time. Regarding some
maintenance issues, the Street Department has to prioritize what they do
every day and non-emergency problems get fixed as time allows.
Schwartz went on to say the County has said they will not be able to
repaint all their crosswalks this year because of funding issues. They are
going to make some policy decisions this winter as to which crosswalks
they will be maintaining.

- Xcel Energy Audit

Duane Schwartz said that he's tried to contact the account manager from
Xcel energy to discuss the value of an audit of Roseville's facilities.
Schwartz repeated what he's said in the past that supervisors routinely

Page 5 of7
