<br />Roseville Public Works, Environment and <br />Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: November 22, 2005 <br /> <br />Item No: 6 <br /> <br />Item Description: Discussion of City Project No. 06-02 Roselawn Avenue Reconstmction <br /> <br />Background: The Cities of Roseville and Falcon Heights are working on plans to reconstruct <br />Roselawn Avenue between Snelling and Hamline. In the last 6 months, city staff has held four <br />different public information meetings with residents living on Roselawn Avenue. The first <br />meeting was on June 21 where we discussed with them the proposed reconstruction and received <br />input regarding what they saw as concerns along the corridor. Among these were: Street design/ <br />parking, pedestrian safety, drainage, traffic, street lights, and undergrounding power lines. <br /> <br />The second meeting was on September 15, where we presented to the residents a proposed street <br />design. This design was a 6 foot wide sidewalk along the south side of the street along with a <br />parking lane along the north side of the street. <br /> <br />On October 22, we had a "walk thru" meeting with the neighborhood on site. This meeting <br />started at the intersection of Snelling and Roselawn and continued east toward Hamline Avenue. <br />It was a meeting in motion. The surveyors marked the limits for the reconstruction project, so as <br />we walked through the project area, staff was able to meet with each resident individually to <br />discuss the project and show them how it would impact the road in front of their home. <br /> <br />Our final information meeting was on November 16. At this meeting we presented the cost <br />information for the proposed project. This included proposed assessments. We also made a <br />change to the sidewalk design. In the interest of addressing concerns regarding the proximity of <br />the sidewalk to the house, we are proposing to constmct an 8- foot wide attached concrete <br />sidewalk, instead of the 6- foot wide detached sidewalk. <br /> <br />The City council will receive the final feasibility report at their December 5 council meeting. <br />The public hearing for the Roseville residents is scheduled for January 9, 2006. <br /> <br />We have attached a portion of the draft feasibility report for your information. <br /> <br />Recommended Action: Discussion of the Roselawn Avenue project. <br />
