DRAFT CONCLUSIONS AND RECOMMENDATIONS I. CONCLUSIONS: All portions of the project as proposed are feasible. RECOMMENDATIONS: 1. Reconstruct Roselawn Avenue from Hamline Avenue to Snelling Avenue. 2. Construct a 34- foot wide bituminous street with concrete B618 curb and gutter. 3. Allow parking along the north side of the street. 4. Construct a sidewalk along the south boulevard. The sidewalk design shall be a 8 foot wide attached concrete. 5. Install EVP system for TH 51/ Roselawn Avenue signal system. 6. Construct turn lanes at the TH 51/ Roselawn A venue and the Hamline/ Roselawn Avenue intersections. 7. Costs for the road reconstruction, storm sewer, and sidewalk construction shall be shared 50/50 between Falcon Heights and Roseville 8. The sidewalk shall be funded with Municipal State Aid funds. 9. Each City shall fund the street reconstruction with Municipal State Aid funds and assessments as detailed in this report. 10. The utility improvements shall be funded by the individual City with the appropriate City Infrastructure fund. II. Begin construction of this project in Spring 2006, completion by the 2006 State Fair as proposed in this report. 12. Schedule a public hearing before the City Council; in Roseville on Monday, January 9, 2006 and in Falcon Heights on Wednesday, January II, 2006.
