Val. 4. NO.2

WINTER, 1971.72

JOSEPH L. SHIELY, SR.
1884.1972

When Joe Shiely passed away January 15th, it was a measure
of the man that the people who knew him best recalled him in
a variety of ways.

.
,

';
,

A gentleman.

.. ..,a gentleman whom we loved and
admired, He lived a most fruitful and
productive life, loving his family and
serving his c'ommunity so well."

A leader.
"He cut quite a swath in his time and
left his mark not only in Minnesota, but
allover the United States."

A pioneer.
"His contributions to th~ construction
industry over many years have made all
of us respect and admire him."

A citizen.
"I have watched the Minnesota scene
fo! a good many years and to me he was

Mr. St. Paul, the builder, the patriotic
citizen in the forefront."

An unabashed Irishman.
"No more will Joe's gravel voice lift
itself into those old Irish ballads in uni-
son with actor Pat O'Brien as they sang
happiness through the hospitals and
nursing homes _ of the city in St_
Patrick's week."

A man with' a legacy for us all.
"If I should give advice to those who
follow our trail, it is that I hope God
gives them the serenity of accepting the
things they cannot change, _ the courage
to change the things they can change,
and the wisdom to kuow the dif-
ference."

Highway
Department
Tests
Limestone Base

The Minnesota Highway
Department is now conduct-
ing a two-year field study to
evaluate limestone base for
highway construction. Desig-
nated Special Study No. 323,
it will attempt to determine
t~e _granular equivalen.cy
(G.E.) factor of 100%
crushed limestone base mater-
ial relative to Minnesota High-
way Department Class 5 and
6 granular base material.

In the fall of 1971, test
sections were constructed on
T.H. 14 between the east
junction of T.H. 19 and T.H.
282 near Prior Lake. The sec-
tions have various thicknesses
and types of base and subbase
materials. Some sections are
under-designed compared to
the standard design for the
project, and as such, will
deteriorate at different rates.
All sections will be evaluated
each year or-at other appro-
priate Intervals for traffic, ser-
viceability and strength.

The Minnesota flexible
pavement design procedure
uses the granular equivalent
con:cept -- to derme pavement
structure. The granular equiv-
alent is a ratio of strength of
a unit thickness of any flex-
ible pavement component to
the strength of the same unit'
thickness of class 5 or 6 gran.
ular base material. G.E.
factors used in Minnesota
have been determined primar-
ily from experience in Min-
nesota and other locations.

In one of the Highway
Department's earlier investi-
gations, it was recommended
that the use of present gran-

(Continued on Page 2)
