BACKGROUND <br /> <br />For decades, the cities of Mimleapolis and St Paul have discussed building a physical con- <br />nection between the two water systems_ Such a physical interconnection could be valuable <br />if either water supply was interrupted or compromised by man-made or natural causes. <br /> <br />The St Paul Regional Water Service (SPRWS) recently invited their Ramsey County cus- <br />tomers to listen to a presentation about the Interconnection Project Public Works Director <br />Duane Schwartz, Finance Director Chris Miller, and myself attended. In short, SPRWS be- <br />lieves there is more momentum now to do such a Project than at any tirne in the past <br />SPRWS understood the Governor was going to seek $10 million in bonding bill funds to <br />jump-start this Project If that happened, then SPRWS and the City of Minneapolis were <br />prepared to dedicate some local matching funding. <br /> <br />However, the Governor announced this past Tuesday that he has decided not to seek such <br />funding in the bonding bill "at this time." <br /> <br />II. ADDITIONAL INFORMATION <br /> <br />In case the Governor changes his mind and either he or the Legislature does add funding <br />for the Interconnection Project in this session's bonding bill, staff believes it is important for <br />the Council and the Community to be briefed about this potential Project <br /> <br />Points we will address at your Study Session include: <br />I. The reasons for the Interconnection Project; <br />2. The possible route through Roseville of the Interconnection pipe or pipes; <br />3. The possible impact on Reservoir Woods; and <br />4.
