Drainage Investigation: Before a building permit is applied for, the applicant shall <br />submit to the public works director, for the public works director's approval, a <br />drainage plan which shall indicate how the drainage will be handled. Once this plan <br />is approved, no deviation will be allowed unless written approval is obtained from <br />the public works director. Prior to the issuance of said pelmit, the chief code <br />enforcement officer shall thoroughly investigate the existing drainage features for the <br />property to be used, including an actual inspection of the propeliy. <br />B. Natural Drainage: No permit shall be issued for the construction of any building if <br />the construction or necessary grading shall obstmct any natural drainage waterway. <br />C. Elevation offsite: No permit shall be issued in any case where the relative elevations <br />of the proposed building grade and the established road grade shall conflict in such a <br />manner as to cause damage through drainage conditions. <br />D. Drainage Required: No permit shall be issued for the construction of a building upon <br />ground which cannot be properly drained. <br />E. Waterways: Where application is made for a building permit, and subsequent <br />investigation shows that the property to be occupied by said building is adjacent to a <br />portion of a public road or street containing a drainage culvert, catch basin, sewer, <br />special ditch or any other aJiificial drainage stmcture used for the purpose of <br />draining said property or neighboring property, the applicant shall specifically agree, <br />in writing, to protect these waterways in such a way that they shall not be allected by <br />the proposed building construction or grading work incidental thereto.
