<br />water pondinglretention facility designed to accommodate the increased runoff prior <br />to discharge from the site into public waters or wetlands. <br />2. Review by City Engineer: All proposed storm water facilities shall be reviewed by <br />the city engineer and celiified for compliance with the city's surface water <br />management plan, National Urban Runoff Program (NURP) standards, the <br />Mi11llesota Pollution Control Agency's (MPCA) Urban Best Management Practices, <br />and any established standards of the water management organization having <br />jurisdiction in the project area. <br />3. Commercial, Industrial, and Residential Development Affectation: All <br />commercial and industrial developments and redevelopments affecting more than <br />five (5) acres ofland and all residential developments affecting more than five (5) <br />acres ofland shall: <br />a. Be served by storm water ponding facilities, on- or off-site, designed to remove <br />a minimum of ninety percent (90%) of total suspended solids resulting from the <br />mnoff from a one inch (1 ") rainfall event, and <br />b. Within the development, provide for settling chambers, sumps, dry ponds or <br />other devices to provide for the filtering or settling of fine sands prior to discharge <br />into the city's stonn water system. <br />4. Private Stonn Water Facilities: All private storm water facilities shall be <br />maintained in proper condition consistent with the performance standards for which <br />they were originally designed. All settled materials from ponds, sumps, grit <br />chambers, and other devices, including settled solids, shall be removed and properly <br />disposed of on a five (5) year interval. One to five (5) year waivers from this <br />requirement may be granted by the city engineer when the owner presents evidence <br />that the facility has additional capacity to remove settled solids in accordance with <br />the original design capacity. <br />5. Inventory of Private Storm Water Facilities: Upon adoption of this chapter, the <br />city engineer shall inventory and maintain a data basis for all private storm water <br />facilities requiring maintenance to assure compliance with this section.
