The plan must include a schedule for submitting the <br />monitoring data annually. <br /> <br />c. A mitigation plan that addresses how the water quality volume will be treated in the event <br />that the monitoring data shows the proposed altemative treatment method does not function <br />as designed. <br /> <br />d. The altemative method must achieve approximately 80% removal of total suspended solids <br />on an average annual basis for the conditions expected at the site. The design must also <br />consider public safety, health and water quality concems. Proprietary infonnation on <br />effectiveness will not be considered for alternative treatment method review and approval. <br /> <br />No coustruction activity on the project is covered under this permit until the applicant receives <br />an alternative treatment approval letter from the MPCA as described in PaIt II.B.3.c. <br /> <br />D. RECORD RETENTION <br /> <br />The SWPPP,all changes to it, and inspections and maintenance records must be kept at the site <br />during construction by the Permittee who has operational control of that portion of the site. The <br />SWPPP can be kept in either the field office or in an on site vehicle. <br /> <br />All owner(s) must keep the SWPPP, along with the following additional records, on file for three <br />years after submittal of the NOT as outlined in Part II.C. This does not include any records after <br />submittal ofthe NOT. <br /> <br />I. Any other permits required for the project; <br /> <br />2. Records of all inspection and maintenaI1Ce conducted during construction (see Part IV .E. <br />Inspections and Maintenance); <br /> <br />3. All permanent operation and maintenance agreements that have been implemented, including all <br />right of way, contracts, covenants and other binding requirements regarding perpetual <br />maintenance; and <br /> <br />4. All required calculations for design ofthe temporary and pennanent storm water management <br />systems. <br /> <br />PART IV. CONSTRUCTION ACTIVITY REQUIREMENTS <br /> <br />A. STORM WATER POLLUTION PREVENTION PLAN <br /> <br />The Permittee(s) must implement the SWPPP and the requirements of this part. The Best <br />Management Practices (BMPs) identified in the SWPPP and in this permit must be installed in an <br />appropriate and functional manner. <br /> <br />B. EROSION PREVENTION PRACTICES <br /> <br />1.
