<br />procedures to begin with the PCA-each organization has their own place <br />depending on what the issue is. Schwartz asked for an example of when <br />the PCA would get involved. Member Neprash said they go a long way to <br />avoid enforcement. <br /> <br />Bloom asked for input on using penalties. Member Neprash said it could <br />be that the language in the ordinance is enough but maybe the city <br />attorney will require some kind of penalty language. <br /> <br />Member Neprash questioned the lack of a size trigger in the ordinance. <br />Bloom said they were still evaluating that. Member Neprash said one <br />possibility would be to take the square footage need for a single house. <br /> <br />Member Neprash suggested language addressing washing out of concrete <br />trucks and also trash and debris control. He also suggested adding <br />language saying the contractor is responsible for damages resulting from <br />their noncompliance, such as flooding basements due to erosion clogging <br />storm drains. <br /> <br />6. Update on Capital Region Watershed District Rules Process <br /> <br />Duane Schwartz and Deb Bloom updated the Commission on the progress <br />of the watershed's attempt to implement new rules. <br /> <br />7. 2006 Work Plan Discussion <br /> <br />Topics that have been suggested by Commission members were passed <br />out. Duane Schwartz discussed additions he wanted to make of discussion <br />ofthe City's Comprehensive Plan and also funding for a city-wide traffic <br />model. <br /> <br /> <br />Erosion Control discussion will be added to the April agenda. <br /> <br />Schwartz said he would like to discuss traffic policies at some point and <br />also updates on the Twin Lakes Development. <br /> <br />Member Willenbring suggested discussing sight distances at comers in <br />July or August. <br /> <br />Member Fischer said he would be willing to give a presentation on <br />problems with petroleum storage tanks.
