<br />H. TRANSIT ANDTRA VEL DEMAND MANAGEMENT <br /> <br />1. Transit <br /> <br />Transit availability and use can playa significant role in reducing <br />congestion and reducing the need to make major capital <br />transportation infrastructure expenditures. Transit not only serves <br />people who do not have other forms of transportation, but it also <br />reduces the dependence on the single-occupant automobile which <br />conserves fuel and lowers air pollution. <br /> <br />The Metropolitan Council's "Vision for Transit" calls for a multi- <br />modal approach to meeting the diverse needs of the people in the <br />metropolitan area. The vision includes community circulators, <br />dial-a-rides, regular route buses and connectors, transit hubs, park- <br />and-ride lots, high occupancy vehicle lanes, light rail transit and <br />car I van pools. <br /> <br />The Rosedale Shopping Center functions as a transit hub for all <br />MTC, University of Minnesota and community circulator buses. It <br />provides a 300 parking spaces park-and-ride facility, which, <br />although sizable, is inadequate to meet the needs of transit riders <br />using this major transit hub. It also serves as a remote parking <br />facility for the Minnesota State Fair and major events at the <br />Minnesota John Rose Oval. <br /> <br />2. Travel Demand Management (TDM) <br /> <br />Travel Demand Management is a set of techniques to reduce peak <br />period vehicle trips by shifting travelers from driving alone into <br />shared ride arrangements, such as ridesharing or transit, or into <br />alternative work arrangements, such as flextime and <br />telecommuting that remove trips from the peak travel times. In this <br />metropolitan area and throughout the nation our ability to build <br />our way out of growing congestion and environmental problems is <br />severely limited by the cost of roads and the environmental and <br />social impacts of new and expanded roads. In Roseville the local <br />sensitivities to expanding roads are reflected in the goals expressed <br />in the Vista 2000 report as well as this plan.
