<br />G. Tree Planting Program (Appendices 12.8B) <br /> <br />Currently the City's program consists of using available grant programs and <br />matching funds to plant trees in various areas throughout the City. The <br />qualifications for areas to be considered for planting are those that street <br />reconstruction has been completed and areas where tree loss has occurred due to <br />street reconstruction or disease. Another event that occurs every spring to benefit <br />the reforestation of the City is a tree purchase day, which occurs during Earth <br />Week. The City will purchase a large number of trees and resell the trees to <br />property owners that are interested for an amount to recoup the City's initial <br />purchase costs. <br /> <br />H. Recycling Program (Appendices 12.8C) <br /> <br />Residential Curbside Recycling <br /> <br />Roseville has contracted for curbside recycling at single-family homes, duplexes, <br />triplexes, four-plexes and townhomes since July 1987. The City provides free 18- <br />gallon, blue recycling bins to residents to encourage participation. <br /> <br />Roseville's curbside recycling program began with once a month pickup of <br />newspapers, cans, bottles and corrugated cardboard. Over the years the <br />program switched to twice a month collection to the current program of every- <br />other-week collection on the same day as garbage pickup. More types of <br />material are now accepted. The program expanded to include magazines and <br />two types of plastics (HDPE and PETE), boxboard, junk mail, phone books and <br />books. At the same time the sorting guidelines were simplified. Residents are <br />only required to sort recyclables into two categories: paper products and <br />containers. <br /> <br />Despite these changes of more frequent collection, more materials accepted and <br />simplified sorting, tonnages collected and the number of participating <br />households has remained relatively stagnant since 1992. Annual set out rates in <br />the past ten years have averaged between 54 and 68 percent with no pattern of <br />growth. Annual recycling torulages have been between 2,500 and 3,000 since <br />1992 with no pattern of continuing growth. Stagnant recycling rates are common <br />state-wide. Meanwhile we're all producing more garbage. Each Minnesotan <br />generated an average of 1.14 tons of garbage in 2000 up from 0.93 tons in 1993. <br /> <br />Roseville Comprehensive PIan-2003 Update <br /> <br />Environmental Protection - Page 5 of 7 <br />
