<br />8. Herbicide/Pesticide Policy Discussion <br /> <br />Duane Schwartz went over the materials that were provided in the packet <br />on this topic. Member Neprash had suggested this topic, and he <br />elaborated on what his concerns were. His concern is not with whether <br />chemicals should be used in general but with people being made aware <br />when chemicals are used around them. He pointed out items in the state <br />statutes he wanted the Commission to pay attention to. <br /> <br />Member Neprash had four questions for the Commission to consider: I) <br />do they wish to recommend that Roseville adopt an ordinance providing <br />for the minimum warning sign listed in State Statutes; 2) do they want to <br />request staff to draft policy along the lines of Shore view's policy; 3) do <br />they want to pursue the idea of city licensure of commercial pesticide <br />operators; 4) do they want to develop a pesticide signage policy to fill in <br />the gaps of the state statute. <br /> <br />Chair Wilke said he would like to see something on a metro basis rather <br />than a city basis. Member Neprash said Canada has totally banned lawn <br />chemicals in many areas. <br /> <br />Chair Wilke asked who would be enforcing this-if sales were banned, <br />there wouldn't be a problem. Member Neprash said he would agree, but <br />he didn't see that as being realistic. <br /> <br />Chair Wilke asked if these operators were licensed by the city. Member <br />Neprash said it appears they are. Duane Schwartz said there have been <br />recent changes to that as well. Chair Wilke said to have things in writing <br />is fine, but enforcement gets to be a problem. <br /> <br />Member Fischer said he liked the idea of more signage in yards when they <br />are treated. He said he suppOlis the idea of this but isn't sure whether the <br />amount of work it would take to develop would be worth the results. <br /> <br />Chair Wilke said even if there's a sign in a yard, how many kids are going <br />to pay attention or know what it means. Member Neprash said it would <br />probably be the parents who would tell children to stay away from that <br />yard. <br /> <br />Member Neprash said about half the cities in the metro area have adopted <br />the exact language from the state statute into city code. <br /> <br />Member Willenbring asked for more time to analyze the information. <br />Schwartz suggested he have a discussion with the city attorney and then <br />they'll bring the topic back at a future meeting. <br /> <br />Member Neprash said his goal tonight was just to start the conversation. <br /> <br />Page 4 of5 <br />
