<br />(c) Encourage floodplain development only in a manner that is compatible with <br />the dynamic nature of floodplains. <br /> <br />2. REGULATION. No person or political subdivision shall alter or fill land below <br />the 100-year flood elevation of any water body, public water, or public water <br />wetland without first obtaining a permit from the District. <br /> <br />3. CRITERIA. <br /> <br />(a) Placement offill within the 100-year floodplain is prohibited unless <br />compensatory storage is provided. Compensatory storage must be provided <br />on the development or immediately adjacent to the development within the <br />affected floodplain. <br /> <br />(1) Compensatory storage shall result in the creation of floodplain storage <br />to fully offset the loss of floodplain orage. Compensatory storage <br />shall be created prior to or conc tiy to the permitted floodplain <br />filling. <br /> <br /> <br />(b) All habitable buildings, roads, and <br />project site shall comply with the <br />requirements: <br /> <br />Table 3 - flood control and Freeboard reqnireme <br /> <br />Condition <br /> <br />Water Bodies with Pi <br />Outlets and Missis pi <br />River <br /> <br />.
