<br />Rule E: <br /> <br />WETLAND MANAGEMENT <br /> <br />1. <br /> <br />POLICY. It is the policy of the Board of Managers to: <br /> <br />(a) Manage wetlands to achieve no-net loss of acreage and values and where <br />possible, strive to enhance the functions and values of existing wetlands <br />within the District. <br /> <br />(b) Identify wetland restoration and creation sites to enhance water quality and/or <br />restore natural habitats. <br /> <br />(e) Interact with cities in the administration of the Wetland Conservation Act if <br />desired by the cities. <br /> <br />2. <br /> <br />REGULATION. No person may fill, drain, excavate or otherwise alter the <br />character of a wetland without first obtaining rmit from the District. <br /> <br /> <br />3. <br /> <br />CRITERIA. <br /> <br />(a) Wetlands shall not be drained, fill~. w y or in part, excavated, or have <br />sustaining hydrology impacted such there will be a decrease in the <br />inherent (existing) functions ues he wetland. Wetland impacts shall <br />be evaluated based on the follo . pies in descending order of priority: <br />avoid the impact to the w d, 'mize the impact to the wetland, replace <br />the wetland that was' and impacts shall be governed by the <br />Wetland Conservatio following exceptions: <br /> <br />(I) Thede <br /> <br /> <br />ing will not be allowed. <br /> <br />(3) Public Value Credits can not be used for replacement. <br /> <br />(4) All other WCA non-temporary impact exemptions to wetlands will not <br />be allowed. <br /> <br />(b) A 25-foot buffer of permanent nonimpacted vegetative ground cover abutting <br />and surrounding a wetland is required. <br /> <br />4. LOCAL GOVERNMENT UNIT. The District intends to serve as the "local <br />government unit" for administration of the Minnesota Wetland Conservation Act, <br />unless a particular municipality in the District has elected to assume that role in its <br />jurisdictional area. Notwithstanding the above, the District will continue to <br />require wetland alteration permits under this rule. <br /> <br />5. EXHIBITS.
