Roseville Public Works, Environment and
Transportation Commission

Agenda Item

Date: August 22, 2006

Item No: 6

Item Description: James Addition Access Discussion

Staff will give a brief history at your meeting regarding the access concerns for residents living
between Snelling Ave. and Fairview Ave. south of County Road C. This area of the city is
known as the James Addition. MnDot has threatened for years to close the median on Snelling
Ave. at Oakcrest. They proceeded with the closure, only to partially reopen the median in the
fall of2004 after protest by residents of this neighborhood and some City Council members.
They agreed to partially reopen with the condition that it be temporary, allowing the city time to
study and implement alternative access. We have included options for alternative accesses
previously discussed with the neighborhood and Council, as well as suggested options provided
by a resident. We also included a previous cost estimate for these options. The Council will be
discussing this issue on August 21, 2006, and may provide some direction on this matter before
your meeting.

Recommended Action:

Further discussion on alternative access and impacts.
