<br />Hydrologic Soil Group A B C D <br />Pre-Development eN 39 61 74 80 <br /> <br />ADDITIONAL RULE CONSIDERATIONS <br /> <br />Vegetated Buffers <br />While a 50-foot buffer rule has been implemented as part of Rule M, it may be premature for <br />incorporation of buffers District-wide without completion of an inventory of District wetlands <br />with functions and values delined. However, it would be benelicial to deline a minimum <br />vegetated buffer requirement for all streams and ditches under the District's Shoreland <br />Development Rule. In addition, a minimum vegetated buffer requirement for wetlands (e.g. 25- <br />feet) may also be benelicial to limit human encroachment and reduce un-pennitted wetland <br />impacts whereas in the past Jot pads are sometimes proposed as close as 10-15 feet from the <br />wetland edge and homeowners later add a deck or patio. <br /> <br />In the future, the District will consider subwatershed specilic buffer rules as the need (e.g. <br />pollutant reduction, habitat preservation, hydrologic cycle preservation, and/or reduction of <br />human impact) is identilied through a Resource Management Plan. <br /> <br />Banking <br />While not applicable or warranted as watershed-wide rule, the District is considering <br />implementation of banking (of credits for various restoration activities or stormwater <br />management criteria) on a subwatershed basis. The need for and specilic banking commodity <br />would be identilied and assessed during the development of Resource Management Plans for <br />specilic subwatershed of the District. A subwatershed specilic rule governing the banking plan <br />would then be adopted. Examples of probable banking commodities include wetland restoration, <br />nutrient reduction and volume reduction, to name a few. If permitted action achieves specific <br />criteria in excess of the requirements, the pennittee may deposit the excess (credits) in a bank <br />administered by the District and use or convey them to meet, in whole or part, the requirements <br />applicable to other permitted actions within the RMP area. <br /> <br />Housekeeping Revisions <br />For other minor rule revisions and general housekeeping items proposed, please visit the <br />District's TAC webpage (specilically the memo dated 4/17/03). <br /> <br />NEXT STEPS <br /> <br />Another TAC meeting will soon be scheduled by Steve Hobbs.
