Moore, Inc. and Keller Williams request Planning <br />Commission comment and direction on a proposal for developing eight (8) existing single-family zoned <br />lots southwest of the intersection of South McCarrons Boulevard and Woodruff Avenue, adjacent to <br />Reservoir Woods. <br />Mr. Paschke briefly reviewed the Comprehensive Land Use Map designation; undeveloped rights-of way for <br />Chandler Avenue and McCarrons Boulevard; and proposed vacation of two (2) public rights-of-way, development <br />of eight (8) town home units consisting of four (4) two-unit structures, public road and homeowners association, <br />and change in zoning to a PUD with an underlying R-6 Townhouse District. <br />to present written comment on the sketch plan. <br />Grant Johnson and Chris Wiley, representing JW Moore, Inc. and Keller Williams, Applicant <br />Mr. Johnson and Mr. Wiley advised that, in talking to neighbors of the property, they were flexible with construction <br />of either four (4) single-family homes rather than the proposed town home units. <br />Discussion included proposed price points depending on square footage; housing needs of the community; pond <br />requirements depending on the type of development and setback requirements; existing tree inventory and which <br />proposal (town home or single-family) created the larger impact on existing trees and vegetation; location of the <br />easement and significant grade changes in the area; and no past practice in the City charging people for vacated <br />rights-of-way. <br />Commissioner Boerigter concurred with neighbors and opined that four single-family, higher end homes seemed a <br />better use of the property in that area; and noted the incredible access to trails at that location. <br />Commissioner Bakeman opined a need for one-level town homes in the community; but expressed support for <br />either one level town homes or single-family homes. <br />Further discussion included which advantages and disadvantages of both options. <br />was for single-family homes in that area, being more attractive and having less impact on the property, while both <br />would be useful for the City and address specific housing needs. <br />Commissioner Doherty opined that either option would be satisfactory. <br />Commissioner Roe opined his support of either option; but cautioned the developers to tread lightly on impacts to <br />the park. <br />Commissioner Wozniak encouraged the developer to hold more meetings with the neighborhood to discussion <br />their options; and opined that town homes may represent more of a departure for the character of the <br />neighborhood. <br />It was the consensus of Commissioners that the developer seek additional input from the neighborhood before <br />developing their plan further; and they noted that there appeared to be more neighborhood interest in single-family <br />homes. <br />Chair Traynor recognized audience member, Jeff Popowski, previously identified as wishing to speak to this sketch <br />plan. <br />Jeff Popowski, 468 Woodruff Avenue <br />Mr. Popowski presented his written comments (no copy available?) seeking clarification on single-family versus <br />town home use of the property; easement controls; and ponding on the site. <br />critical difference; road right-of-way dedications and requests to vacate if found unnecessary for a roadway. <br />b.Public Hearing Notice Post Cards <br />Associate Planner Bryan Lloyd led a discussion regarding the cost of the current sized post cards for noticing <br />public hearings, and a proposed smaller post card to take advantage of less expensive postage rates (current <br />$0.39 versus proposed $0.24) and to achieve cost-savings. <br />14 of 152/6/2007 11.13 <br /> <br />
