City of Roseville - Planning Commission Minutes for August 2, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0802.htm <br />for their community service, and recognized the value added by their contributions to the City. <br />Commissioner Boerigter reported to the Commissioners issues related to impervious surface coverage and water <br />infiltration; and ratio requirements for residential properties and necessary variances to exceed that ratio. <br />Commissioner Boerigter advised that the staff will be bringing forward recommendations to the Planning <br />Commission and City Council for required options for homeowners to mitigate individual property water infiltration <br />issues and excess runoff to remedy the overall area drainage as stipulated by area watershed districts. <br />by watershed districts to find more options for on-site infiltration to limit or reduce runoff; impacts to individual and <br />area properties, neighborhoods and public streets; and volume and rate control concerns and variances. Ms. <br />Bloom noted that, as part of the Comprehensive Plan Update in 2008, volume reduction would be part of the <br />requirement; and was a trend in storm water management. Ms. Bloom concurred with earlier comments of City <br />the City Code for mitigation issues. <br />5.Public Hearings <br />a.Planning File 3676: Moser Homes & Zawadski Homes in cooperation with the Mounds View School District <br />request for a COMPREHENSIVE LAND USE MAP AMENDMENT, PRELIMINARY PLAT, REZONING AND <br />GENERAL CONCEPT-PLANNED UNIT DEVELOPMENT for the former district offices at 2959 Hamline <br />Avenue. <br />Chair Traynor opened the Public Hearing. <br />City Planner Thomas Paschke reviewed the proposal by Moser Homes and Zawadski Homes, in cooperation with <br />the Mounds View School District, seeking approval of a Comprehensive Land Use Map Amendment from Low <br />Density Residential LD to Medium Density Residential MD to allow 4.4 units per acre; a Preliminary Plat to <br />subdivide the 3.18 acre Mounds View School District property into eight (8) single-family residential lots and six (6) <br />town home lots; a Rezoning establishing an underlying zoning of R-1, single-family Residential District and R-6 <br />Townhouse district and General Concept - Planned Unit Development. <br />The staff report noted that, during the week of July 10-14, the required public notices (published and mailed) for all <br />August 2, 2006 land use actions were completed by the Planning Division. Staff noted that a full review and <br />analysis of the proposed projects had not been completed by the Development Review Committee or the City <br />Planner; and as a result, and specifically related to this request, the need to amend the Comprehensive Land Use <br />Map Designation on the parcel was inadvertently overlooked. <br />The staff report further noted that State Statute 462.357, Subd. 3 speaks to the public hearing process and within <br />defects in the notice shall not invalidate the proceedings, provided a bona fide attempt to comply with this <br />that this request could continue forward, including the Comprehensive Land Use Map Designation Amendment. <br />Mr. Paschke reviewed the June 7, 2006 proposal to the Planning Commission pertaining to their desire to <br />with residents/property owners regarding housing options; and discussions with the Roseville Housing and <br />Redevelopment Authority (HRA) for their potential involvement in creating small lot family housing similar to the <br />Applewood Point project. Mr. Paschke advised that, based on those comments, the applicant was submitting this <br />revised proposal. <br />Mr. Paschke presented the proposal to create eight (8) small lot single-family housing lots (Lots 7 through 14) at a <br />each. The proposal would also create six (6) town home lots (Lots 1 through 6) adjacent to Hamline Avenue and <br />ranging in size from 3,861 square feet to 10,286 square feet; representing one two-unit town home at the <br />intersection of Lydia and Hamline Avenues and one four-plex at the intersection of Millwood and Hamline <br />Avenues. Mr. Paschke reviewed current zoning; proposed zoning; land uses in the area; and existing single-family <br />and multi-family housing in the neighborhood. <br />Mr. Paschke advised that the six (6) town home units and associated land (Lots 1-6) would be rezoned to Planned <br />Unit Development (PUD) with an underlying zoning of R-6, Townhouse District. Mr. Paschke advised that the eight <br />(8) single-family units and associated land (Lots 7-14) would be rezoned to PUD with an underlying zoning of R-1, <br />Single Family Residence District. <br />3 of 152/6/2007 11.13 <br /> <br />
