<br /> <br />Variance Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, July 12, 2006 <br />1. Call to Order <br />Acting Chair Daniel Boerigter called to order the Variance Board meeting at 5:07 p.m. and <br />reviewed the role and purpose of the Variance Board. <br />2. Roll Call & Introductions <br />City Planner Thomas Paschke called the Roll. <br />Members Present: Dan Roe; Jim Doherty; and Acting Chair Daniel Boerigter. <br />Absent: Chair Mary Hawker Bakeman. <br />Staff present included City Planner Paschke; Associate Planner Bryan Lloyd; City Engineer <br />Deb Bloom; and Recording Secretary, Sheila Stowell. <br />3. Approval of Minutes <br />There were no minutes available. <br /> Public Comment <br />No one appeared to speak on any non-agenda items. <br />4. Public Hearings <br /> a. PLANNING FILE 3769 <br /> VARIANCES to Section <br />Request by James Dunn, 1884 Huron Avenue, for <br />1004.01A6 (Maximum Total Surface Area) and Section 1004.016 (Minimum <br />Driveway Setback) <br />to allow the replacement of the existing attached one-car garage <br />with a detached two car garage and the addition of a mud room and screen porch to <br />the rear of the home. <br />Acting Chair Boerigter opened the Public Hearing for Planning File 3769. <br />Associate Planner Bryan Lloyd reviewed the variance requests of Jim Dunne; lot <br />size; existing impervious coverage (i.e., house, garden shed, driveway and <br />sidewalk); removal of the existing driveway; construction of a new 575 square foot <br />detached garage in the rear yard with a 1,000 square foot driveway; conversion of <br />the existing single stall garage into living area; and construction of a porch/mud room <br />addition of approximately 275 square feet; and proposed impervious surface area. <br />Mr. Lloyd advised that the City Engineer had pointed out that the property was <br />located in the Gottfried Pit sub-watershed, which is already undersized for the <br />amount of runoff that drains to the pit. Because of this, the drainage area is prone to <br />flooding, which causes property damage to the properties located along Larpenteur <br />Avenue. Mr. Lloyd noted that the proposed variance would not adversely affect the <br />public health, safety or general welfare if certain stormwater control measures were <br />implemented as a condition of approval. <br />Mr. Lloyd noted the age of the property, built in 1967, and that comparable <br />improvements had been made in the past to address similar space constraints on <br />similar properties; and those improvements predated the 1999 Code amendment <br />restricting impervious coverage to thirty percent (30%) of the lot size. <br />Mr. Lloyd reviewed the hardship stipulations of accommodating enclosed vehicle <br /> <br />
