Planning Commission Meeting <br />Minutes – Wednesday, February 07, 2007 <br />Page 2 <br /> <br />Mr. Lloyd advised that the Roseville portion of the campus proper currently had three <br />(3) buildings; and that the amended PUD would add to this area another residence <br />building, a field house, a visitor’s center, and a two-deck parking structure where the <br />tennis courts currently stand. Mr. Lloyd noted that the residential building adjacent to <br />the Media Center (KTIS building) is proposed to be removed and replaced with an <br />addition to the media Center or a freestanding building/use as a complement to the <br />media center. Mr. Lloyd further noted that across Snelling Avenue, the college <br />proposes to purchase several properties and develop another residential building <br />between some existing student residences, but noted that the college didn’t currently <br />own the properties, nor are they currently for sale. <br /> <br />Mr. Lloyd advised that traffic studies, storm water management issues, as well as <br />other technical issues were still under discussion between staff, the applicant and <br />their consultants. <br /> <br />Community Development Director John Stark outlined the land use process, the role <br />of the Design Review Committee (DRC) made up of experienced staff from each city <br />department and their ongoing review of the proposal, not complete until the March <br />meeting, to consider impacts and make recommendations on the proposal. Mr. Stark <br />further noted that the proposal was scheduled for review and comment by the Public <br />Works, Environment, and Transportation Commission at their February 27, 2007 <br />meeting; in additional to public input from several neighborhood meetings scheduled <br />by the college. <br /> <br />Staff recommended receiving public comment and initiating Planning Commission <br />discussion on the proposed PUD Amendment, to seek answers to questions about the <br />proposal; and to defer action on the proposed PUD Amendment until the continuation <br />of the item at the March 7, 2007 Planning Commission meeting. <br /> <br />The applicant, represented by Jay Lindgren, Attorney for Northwestern College <br />from the firm of Dorsey Whitney; Dick Thompson, TKDA Senior Planner; Doug <br />Schroeder, Vice President for Business at Northwestern; and Brian Humphries, <br />Vice President of Facilities at Northwestern College <br /> were present and <br />participated in the discussion with staff and Commissioners. <br /> <br />Jay Lindgren <br /> <br />Mr. Lindgren briefly reviewed the context of the PUD application request at this time, <br />based on student demand and increased enrollment; and the exciting new initiative to <br />develop a new Master Plan to facilitate growth and new technologies. Mr. Lindgren <br />and Northwestern College representatives presented details of the proposal, noting <br />that they were scheduled to meet with the City of Arden Hills later that evening, to <br />provide the presentation encompassing a twenty-year plan for the future of the <br />campus. Mr. Lindgren noted the college’s desire to build on the Romanesque <br />architecture evident in some of the original buildings, while improving the physical <br />layout of the campus; remain committed to growth; to increase visibility; and address <br />safety, traffic, parking and housing issues. Mr. Lindgren provided a brief history <br />college, founded in 1902, and of the campus founded by an archdiocese in the <br />1920’s; and emphasized the college’s desire to remain a good community neighbor. <br /> <br />Mr. Lindgren advised that two (2) community meetings had been held to-date, one in <br />August of 2006 and another in January of 2007, with neighbors providing good <br />suggestions as the college presented the goals of their Master Plan to broaden and <br />increase their ability to deliver academic programs, while addressing health and safety <br />issues and enhance facilities and grounds through additional buildings and on- <br />campus parking, along with addressing campus technology needs (i.e., wireless, etc.) <br />Dick Thompson <br /> <br />
