Planning Commission Meeting <br />Minutes – Wednesday, February 07, 2007 <br />Page 5 <br /> <br />Mr. Thompson advised that, at this time, there was no plan by athletic personnel to <br />reconfigure the limited athletic facilities on campus; nor were any programming <br />changes anticipated; however, Mr. Thompson advised that he would revisit that issue <br />with their engineers. <br /> <br />Public Comment <br />Written Comment was received from Arden Hills #3 Association Subcommittee; from <br />Gregory Larson, 3077 Asbury Street in Roseville; and from Marie P. Churchward, <br />3093 N Asbury, Roseville; included for the record and attached hereto and made a <br />part thereof. <br /> <br />Chair Bakeman reminded audience members wishing to speak of the need for brevity <br />to allow time for as many comments as possible in the allotted time; and that attempts <br />to provide answers or responses would be brought back by the applicant and/or staff <br />at the March meeting. <br /> <br />Carol Stellwagen, 3096 Ridgewood Road <br />Ms. Stellwagen encouraged the applicant to pursue a Park and Ride facility; noting <br />the demographics in the staff report, Section 5.2 related to the number of buildings, <br />faculty and students, related to projected growth. Ms. Stellwagen asked for additional <br />information as to how the full-time students translated, in the form of actual bodies, <br />and if part-time or non-traditional students would equate to more people, using the <br />full-time equivalency equations. Ms. Stellwagen opined that this would certainly <br />create additional traffic impacts if this were taken into consideration. Ms. Stonehagan <br />also thanked the applicant for the information provided regarding the location of the <br />road; but expressed concern regarding the location of the projected road closer to the <br />Arden Hills boundary and the potential reduction of room for berms. Ms. Stellwagen <br />asked that the applicant give more detailed information regarding their considerations <br />for environmental impacts, specifically in the Roseville portion of the plan. <br /> <br />Annette Phillips, 3084 Shorewood Lane <br />Ms. Phillips noted that she lived in Roseville, in the area west of Little Johanna, and <br />was specifically concerned with the proposed building #25 on the Master Plan, <br />identified as the athletic building/field house. Ms. Phillips advised that the existing <br />Erickson Athletic Building (#8) had caused significant erosion into Little Johanna; and <br />she expressed disappointment in hearing that no further studies would be done until <br />something is built. Ms. Phillips advised that the map was misleading compared to the <br />actual topography, with steep elevations, sandy soils, and building done close to the <br />incline into the lake, creating significant erosion. Ms. Phillips asked that these erosion <br />concerns be addressed early on in the process. Ms. Phillips advised that if a building <br />were planned on the Arden Hills side, that would significantly impact the Roseville <br />properties and lake’s water quality as well. Ms. Phillips expressed concern regarding <br />traffic management, the existing one-way road, and questioned whether the property <br />the college owns, identified as part of Lake Johanna, was considered in their total <br />acreage, and whether that would impact density calculations. <br /> <br />Chair Bakeman noted that this had initiated an earlier question during applicant, <br />Commission and staff discussions related to the actual acreage for the project; and <br />whether the total acreage included only the campus property, or if it included the land <br />south of Lydia Avenue and the dorms across Snelling Avenue; and clarified that the <br />Commission had requested more details at the March meeting that would specifically <br />indicate the land included in the PUD. <br />Ms. Phillips noted that density concerns had been raised at neighborhood meetings; <br />and a suggestion was made to build the parking ramp by the KTIS building to keep <br />additional density off the campus itself. <br /> <br /> <br />
