Planning Commission Meeting <br />Minutes – Wednesday, February 07, 2007 <br />Page 7 <br /> <br />Code; refuse pickups being performed before 7:00 a.m., against City Code; and the <br />need to recognize that the campus is located in a residential area. <br /> <br />Mr. Callaghan concluded by opining that he is very concerned that the proposed <br />expansion didn’t fit into the residential neighborhood; questioned whether an <br />amendment to the Comprehensive Plan was required; and questioned the accuracy of <br />the actual acreage and density calculations. <br /> <br />Tam McGehee, 67 Mid Oaks Lane <br />Ms. McGehee asked the applicant if, when calculating the full-time equivalent student <br />program, if they had included non-traditional students (i.e., their FOCUS program for <br />adults) in terms of growth; and any other programs. Ms. McGehee opined that <br />statements by the college that they were committed to growth provided her with cause <br />for concern; and the concerns of the neighbors regarding continued growth as well. <br />Ms. McGehee suggested that the college may need to consider a second campus, or <br />a satellite campus; or provide for additional shuttle arrangements for parking outside <br />the residential area. Ms. McGehee noted that, as additional buildings were acquired <br />off-site, they became tax exempt properties; making comparisons with the properties <br />acquired by Presbyterian Homes and their continued expansion and influence on the <br />City’s tax base. <br /> <br />Chair Bakeman observed the time; and noted that another opportunity would be <br />provided at the March meeting. Chair Bakeman recognized the audience members <br />and speakers for their organization, well-thought-out questions, and eloquence in <br />seeking additional information. <br /> <br />Acting Chair Bakeman closed the Public Hearing. <br /> <br />MOTION <br />Member Gottfried moved, seconded by Member Wozniak to RECOMMEND <br />CONTINUATION of Planning File 07-002, until the March 7, 2007 Planning <br />Commission meeting. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />Recess <br />. <br />Chair Bakeman briefly recessed the meeting at 7:42 p.m. and reconvened at 7:52 p.m. <br /> <br />3. Approval of Minutes <br /> <br />MOTION <br />Member Boerigter moved, seconded by Member Wozniak, to approve meeting minutes <br />of January 3, 2007 as presented OR as amended. <br /> <br />Ayes: 4 <br />Nays: 0 <br />Abstentions: 2 (Gottfried and Martinson) <br />Motion carried. <br /> b. PLANNING FILE 07-004 <br />Request of BHJN LLC (a subsidiary of ACR Homes) for a CONDITIONAL USE <br />PERMIT for a child daycare in the strip center at 2435-2459 Rice Street <br /> <br />Associate Planner Bryan Lloyd reviewed the request of BHJN, LLC for a <br />CONDITIONAL USE PERMIT to allow the inclusion of a child daycare at 2495 Rice <br /> <br />
