Planning Commission Meeting
Minutes – Wednesday, February 07, 2007
Page 7

Code; refuse pickups being performed before 7:00 a.m., against City Code; and the
need to recognize that the campus is located in a residential area.

Mr. Callaghan concluded by opining that he is very concerned that the proposed
expansion didn’t fit into the residential neighborhood; questioned whether an
amendment to the Comprehensive Plan was required; and questioned the accuracy of
the actual acreage and density calculations.

Tam McGehee, 67 Mid Oaks Lane
Ms. McGehee asked the applicant if, when calculating the full-time equivalent student
program, if they had included non-traditional students (i.e., their FOCUS program for
adults) in terms of growth; and any other programs. Ms. McGehee opined that
statements by the college that they were committed to growth provided her with cause
for concern; and the concerns of the neighbors regarding continued growth as well.
Ms. McGehee suggested that the college may need to consider a second campus, or
a satellite campus; or provide for additional shuttle arrangements for parking outside
the residential area. Ms. McGehee noted that, as additional buildings were acquired
off-site, they became tax exempt properties; making comparisons with the properties
acquired by Presbyterian Homes and their continued expansion and influence on the
City’s tax base.

Chair Bakeman observed the time; and noted that another opportunity would be
provided at the March meeting.
