Planning Commission Meeting <br />Minutes – Wednesday, March 07, 2007 <br />Page 15 <br /> <br /> <br /> MOTION <br />Member Wozniak moved, seconded by Member Bakeman to RECOMMEND <br />approval of the Pedestrian Easement Vacation and APPROVAL of Planning File <br />th <br />07-014, two (2)-lot Venture 4 Addition Preliminary Plat, <br />based on comments and <br />findings of Section 5 and conditions of Section 6 of the project report dated March 7, <br />2007. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />e. PLANNING FILE 3628 <br />SIGN REGULATIONS – Reaffirmation of Commission’s support for <br />modifications to Section 1009 of the Roseville City Code. <br /> <br />Chair Bakeman opened the Public Hearing for Planning File 3628. <br /> <br />Mr. Paschke had previously been requested to provide Commissioners, before the <br />March meeting, any additional and pertinent MnDOT research or studies related to <br />safety concerns or data on driver distractions from flashing electronic signs and <br />images. Commissioners were asked to e-mail or phone staff with any comments or <br />suggestions prior to the March meeting. <br /> <br />Mr. Paschke recommended support of the revised sign regulations; with no additional <br />comments heard from Commissioners; pending final review as to format, inclusion of <br />illustrations, and City Attorney review. Mr. Paschke advised that, in the final review, <br />staff found any subsequent issues, they would bring the regulations before the <br />Planning Commission, otherwise, it would proceed to the City Council for their review. <br /> <br />Chair Bakeman closed the Public Hearing, with no one appearing for or against. <br /> <br /> MOTION <br />Member Boerigter moved, seconded by Member Gottfried to REAFFIRM <br />Planning File 3628, COMPREHENSIVE AMENDMENT to City Code, Section 1009 <br />Sign Regulations. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />6. PLANNING FILE 07-006 <br />United Properties Update regarding their planned mixed residential development for the <br />6.2 acres at 3008 and 3010 Cleveland Avenue. <br /> <br />Community Development Director John Stark introduced, Mr. Alex Young, 1519 Central <br />Parkview, Eagan, MN, representing United Properties, and their preliminary concept proposal <br />for properties located at 3008 and 3010 Cleveland Avenue, of which they have an ownership <br />interest. <br /> <br />Via bench handout (no copy available) Mr. Young presented two (2) site plans for senior co- <br />op housing and/or twin homes. <br /> <br />Considerable discussion ensued regarding existing access to the City park and no formal <br />access agreement over private property; proximity to industrial property; concerns of the <br /> <br />
