~~

March 5, 1992

Mr. David Beaulieu
commissioner
Minnesota Department of Human Rights
500 Bremer Tower
7th Place and Minnesota street
st. Paul, MN 55101

Dear Commissioner Beaulieu:

It has recently come to our attention that there is some
question as to whether the Department of Human Rights will continue
to utilize the no-fault grievance procedure currently available at
the local government level. We would like to take this opportunity
to express to you our support for the no-fault grievance process.

It is our opinion that the no-fault grievance process is an
important tool for ensuring that discrimination is dealt with at
the lowest possible level, wi thin the community in which the
problem has occurred. It is a meaningful alternative to litigation
and to state action. We believe that closing off this local option
will have a "Chilling" effect on a citizen's inclination and
ability to settle problems quickly, peacefully and with a minimum
amount of governmental involvement. Finally, the no-fault
grievance process keeps our communities actively involved with, and
informed about, the Minnesota state Human Rights Act.

Again, we urge the Department of Human Rights to carefully
consider the decision whether to continue to use the no-fault
grievance process. If there are flaws and defects in the process,
they can undoubtedly be resolved through cooperative efforts
between the state and local communities.

1rJ7#4.-.~

Ma~y Helen Deutsch, Chair
Roseville Human Rights Commission

steven R. sarkozy
city Manager

cc: League of Minnesota
Human Rights commissions

2660 CIYIC CE!\TER DRlYE .
