HUMAN RIGHTS COMMISSION MINUTES
TUESDAY, SEPTEMBER 14, 1999
REVISED

1) Call to Order
The meeting was called to order by Jill Bergquist at 8:05pm.

2) Roll Call
Members present: Issac Afwerke , Jill Bergquist, Brenda Boily-Salmanpour, Eric
Egli, Thelma McKenzie, Alexis Orosz, and Mary Vidas.

Members Absent: Mike Hermes, Susan Oliphant.

Others Present: Johanna Allayne Ronnei, Partners in Human Rights Education and
Erin, teacher at Roseville Middle School

Others Absent: Debbie Zamow, Staff Liaison.

3) Partners in Human Rights Education Presentation, Johanna Allayne Ronnei
The program is an opportunity to have teachers and volunteers work in classrooms
regarding human rights. It is a program of Minnesota Advocates for Human Rights
and has received funding from the University of Minnesota. Approximately 220
volunteers in 75 classrooms have been trained to teach kindergarten through grade
12. Although there is no set curriculum, it is does use the Universal Declaration of
Human Rights and fits the graduation standards. Volunteers can enhance the
curriculum by being an expert in a certain area and/or as a modeling opportunity to
see adults working together.

Human Rights Commissions in greater Minnesota have been using the program and
recruiting teachers and volunteers. Seven hours of training are provided for new
people interested in the program.

The Roseville Commission could sponsor a training session by purchasing the $15
training manual. Handouts are attached.

4) Approval of Minutes
Topic will be discussed at next meeting.

5) Bias Complaint
Oliphant contacted the claimant numerous times before receiving a response.
Because the claim was not filed within the Roseville Commission's deadline of seven
months, Oliphant assisted the claimant by forwarding her claim to the State
Department of Human Rights within the one-year statute of limitations.
