As I understand, there are some questions both about the <br />functions and authority of the Commission as it pertains to intemal city employment matters, <br />and about the Police Department's procedures for investigation of complaints against officers. <br /> <br />Based on the questions, I thought it may be helpful to summarize, in writing, <br />information which clarifies the two above matters. <br /> <br />With respect to the first question, the Human Rights Commission exists by virtue of <br />Chapter 204 of City Code. A city creating a local human rights commission has the authority <br />to define its duties and powers. In this regard, Section 204.05 of City Code defines the powers <br />of the Roseville Human Rights Commission. Summarizing Section 204.05, following are the <br />duties and powers of the Commission: <br /> <br />1. To adopt bylaws and rules for the conduct of the Commission's affairs. <br />
