<br />. <br /> <br />. <br /> <br />e <br /> <br /> <br />Human Rights Commission Minutes <br />September 12, 2006 <br /> <br />Present: Janet Delmore, Phillip Crump, Scott Higbee, Ann Keeney, Pam Kennedy and Bob <br />Venters <br />Absent: Tam McGehee <br />Staff: Carolyn Curti <br /> <br />Chair Janet Delmore called the meeting to order at 8:00 p.m. <br /> <br />Approve Minutes <br /> <br />Commissioner Bob Venters moved and Commissioner Phil Crump seconded approval of the <br />minutes. Motion carried. <br /> <br />Business <br /> <br />Two residents, Jim and Muoi Duhl, attended the meeting to discuss concerns they have. They <br />live at 2415 Lexington. They have been living in Roseville approximately 10 years but have <br />ongoing trouble with neighbors and Roseville personnel. Muoi immigrated from Vietnam in <br />1979 and feels at times a language barrier. <br /> <br />They said the situation with neighbors centers around trespassing and excessive water run off <br />from the neighbor's rerouted rain gutters. Mrs. Duhl said she came to City Hall and explained <br />her difficulties. She said the Police spoke to neighbors and the trespassing stopped. <br /> <br />Regarding the water run off, Muoi stated that the city engineer came to their property to <br />investigate the complaints about water run off and the expansion of a patio. The Duhls claim <br />they were told there were no actions the City could take and the City suggested civil court as an <br />option if there was sufficient financial cost due to water run off. Muoi said she received a letter <br />from the City Manager that she was unhappy about. <br /> <br />The Duhls expressed animosity and a general feeling of an unhealthy environment regarding <br />their neighbors. <br /> <br />The Duhls expressed dissatisfaction in interaction with city personnel. Mrs. Duhl alleges that <br />when trying to apply for a wild animal trap a Community Service Officer entered the office and <br />ripped up her paperwork. <br /> <br />Commissioners Scott Higbee and Commissioner Crump suggested that the Commission must <br />stick to events that the HRC could give suggestions on. <br /> <br />1 <br />
