Member Fischer asked if MnlDOT would consider leaving the 3/4
intersection as it is now. Chris Roy said they feel because of safety and
proximity to other intersections, the median at Oakcrest needs to be closed
completely.

Member Willenbring said he thought the Commission could come to a
decision and make a recommendation to the Council in January.

Member Fischer asked if there was an appeal process to this kind of thing.
Chris Roy said there are many situations where municipal consent is
needed. The closing of a median is not one of those situations, but they
have met with the city numerous times to try to work out a solution.

Member DeBenedet brought up the possibility of opening an access on
Fry at County Road C. Deb Bloom said that access had been discussed
several years ago when County Road C was being planned. There was no
support within the neighborhood at that time to create that access and now
it is too late.

Duane Schwartz asked the Commission how they wanted to proceed on
this topic. Member Willenbring suggested further discussion in January.
Member DeBenedet said he wasn't convinced that the spacing argument
was valid. Member Fischer said he's not sure that there really is a
problem at this intersection, and if not, they should leave it the way it is.

Deb Bloom said that MnlDOT has been clear on the fact that they will
close the intersection, whether the City comes up with an alternative or
not, which is the agreement that was made with the City Council.
Member DeBenedet said he believes the agreement could be renegotiated.

6. Twin Lakes AUAR update

Duane Schwartz outlined the AUAR process and presented the current
version of the report.

Member DeBenedet wondered who was going to pay for everything in the
report. Deb Bloom said it would be the responsibility of the developer.

Member Fischer was concerned about the 6 acres of oak forest that is
going to be developed.

7. Pesticide Signage Ordinance

Item was tabled until the January meeting.

8. January, 2007, Agenda

Pesticide Signage Ordinance
