Bloom said they planned to be totally <br />done with the project by November; and the road was wide enough to be <br />five lanes, but it was being striped for three lanes. Member DeBenedet <br />said he would like to talk later in the meeting about the concept of street <br />design and how it fits in with the visioning process. <br /> <br />Member N eprash asked if the City considers the use of pervious pavement <br />when constructing parking lots. Schwartz said it has been discussed but it <br />hasn't been feasible budgetwise. <br /> <br />Member Neprash brought up a discussion from the last meeting about <br />having a joint session with the Planning Commission. Deb Bloom was to <br />have contacted them. Bloom said she wasn't able to do that because of <br />time constraints. Duane Schwartz said he would follow up on that before <br />the next meeting. <br /> <br />5. Continuation of Comprehensive Plan System Statement <br /> <br />This was continued from last meeting when the Commission had asked for <br />more time to read materials. Member DeBenedet said he sees a need to <br />identify the Northeast Corridor as part of the longer range plan. <br /> <br />6. James Addition Alternatives Discussion <br /> <br />Residents will be invited to the October PWETC meeting to provide input <br />on access alternatives. The Commission has been asked to narrow the <br />options down to a couple of choices. Deb Bloom briefly outlined the <br />alternatives. <br /> <br />On Alternative #3, Member Willenbring asked if the Rose Place and the <br />Oakcrest cul-de-sacs could be moved up farther so that there would be <br />buildable lots at the ends. Bloom said there just wasn't enough room. <br />Member Neprash pointed out that with this alternative, the driveway at <br />2550 Fairview would have to be reconfigured. <br /> <br />Duane Schwartz mentioned the possibility of Oakcrest and Rose Place <br />having right-in/right-out access. Member Neprash said he didn't see that <br />that would solve the original problem. <br /> <br />Schwartz said it would be good to consider the options that eliminate all <br />but one access to Fairview. Member Neprash said it might make sense to <br />use Alternative #2 but make Rose Place a cul-de-sac. Bloom said the two <br />alternatives that are most cost effective are #3 and #2, but Schwartz said it <br />is an unfunded project at this point. <br /> <br />Member Willenbring asked where they should go next. Schwartz said the <br />Commission should at least have a recommendation of which alternatives <br />should be considered based on all perspectives. Member DeBenedet <br /> <br />Page 2 of 4 <br />
